Veteran grants administrator Angie Perkins Haslam has been hired by Woolpert as grants services manager, leading Woolpert’s professional grant capabilities across the firm. Perkins Haslam has more than 15 years of experience in public planning and financial support, writing grants, grant reporting and management, and conducting financial analyses to assist government clients in locating and securing millions of dollars to address community needs.

Perkins Haslam’s clients historically double their odds of being awarded a federal grant due to the services she provides. She said helping clients be fiscally prepared assists them in successfully applying for grants across federal agencies, and by offering access to multiple grant types and categories, clients locate funding that matches their projects and goals. This formula increases clients’ ability to obtain and retain funding.

Woolpert provides grants services to connect new and existing state and local clients with available funding that supports their infrastructure and capital investment goals. According to recent statistics from the U.S. Department of Labor, the average grant application requires 200 staff hours to complete and 100 hours per quarter to complete the associated reporting. Perkins Haslam said many municipalities do not have the staffing to identify, prioritize and execute on these applications, and many sources of outside help only offer support for grant applications and not the complete grant life cycle.

“City, county and state governments are often lean operations, predominantly dedicated to day-to-day functions to ensure that taxpayer dollars are efficiently spent,” Perkins Haslam said. “In the last couple of years, immense amounts of infrastructure funding have become available to these municipalities, but they don’t have the bandwidth to procure or retain those funds. We are here to help communities get the funding they need to make the investments that are essential to their residents’ health, safety and economic vitality.”

Woolpert Senior Vice President Shane Imwalle said that due to the addition of Perkins Haslam and the work of her team, many state and local governments who would not otherwise have benefited from federal infrastructure funding will now receive these funds. He added that the time to take advantage of this opportunity is now due to impending deadlines for programs like the American Rescue Plan Act and the Bipartisan Infrastructure Law.

“The window to gain the billions of dollars allocated to help these groups is closing fast,” Imwalle said. “ARPA funds need to be designated by the end of 2024, and BIL is not far behind.
