Skanska Promotes Two to Deputy General Counsel

Skanska USA announced today that Linda Turteltaub and Brian Best have been promoted to the position of deputy general counsel for its building operations.
“Linda and Brian have both demonstrated their acumen and ability in a wide range of circumstances during their tenure at Skanska and have earned the trust and respect of both clients and colleagues,” said General Counsel/ Chief Administrative Officer (CAO) Clay Haden for Skanska USA’s building operations.
Turteltaub and Best report directly to Haden, who recently added the role of CAO to his duties. Given his expanded role, Haden is delegating some of his general counsel responsibilities to Turteltaub and Best, including oversight of certain strategic contract negotiations, legal administration matters, and corporate governance matters.
Turteltaub is based in Parsippany, NJ and will assist Haden with the oversight of corporate governance and legal administration matters, including the development and management of the company’s various legal software systems. She will also act as the company’s primary legal advisor with respect to electronic discovery and bankruptcy matters.
Turteltaub joined the legal department of Skanska’s building operations in 2004. As it built its legal team from the ground up, she was instrumental in establishing many of the department’s software platforms and processes. According to Haden, her experience as a foundational member of the legal team makes her uniquely poised to assume greater responsibility in these areas.
“There is no one who knows the intricacies of Skanska’s legal systems and processes as comprehensively as Linda does,” said Haden. “Her assumption of additional leadership in legal administration and corporate governance is a natural outgrowth of her dedicated and outstanding service over the entire course of her career here.”
Prior to her work at Skanska, Turteltaub spent 14 years in construction and surety litigation at a series of law firms in the northeast, taking on roles of increasing complexity and responsibility. She has an undergraduate degree in building construction from Texas A&M University and experience in planning and estimating construction projects. Her law degree is from Suffolk University Law School.
In his new role, Best will assist Haden with negotiation of large project contracts, taking a lead role on design/build, public-private partnership and integrated project deliver pursuits. Based in Tampa, FL, Best will also continue to serve as acting regional corporate counsel for the Florida-Puerto Rico region.
Another veteran member of Skanska’s legal team, Best joined Skanska in 2008 as regional corporate counsel for New Jersey and Pennsylvania. In that role, he was responsible for contract negotiations with clients and subcontractors, managing and resolving claims, training personnel, handling budgets and real estate transactions, joint venture and subsidiary formation, among other responsibilities.
From 2010 to 2014, Best served as the vice president of design integration management and was as a key member of the Design-Build Center of Excellence, a group formed with a strategic mission to improve operational capabilities and increase the profitability of design-build projects. In 2014, Best resumed working as a regional corporate counsel for the company’s operations in Florida, Ohio, Tennessee, and Texas.
“Brian is a gifted lawyer who has successfully negotiated some of our company’s largest and most complex agreements,” said Haden. “Brian has the depth of knowledge and experience to work through the important details, but he also has the big-picture perspective to structure agreements that protect the company’s interests while meeting the overarching commercial goals.”
With over a decade of experience in legal roles and project management before joining Skanska, Best was a licensed professional engineer. He has a bachelor’s degree in civil engineering from Northeastern University and a law degree from the Seton Hall University School of Law.
