Fashion retailer Rue21 has created a new store concept called “style seeker” to appeal to customers it has identified as fashion fans on a budget, according to Women’s Wear Daily. The new format, the first of which opened in Pittsburgh this week, features white walls and up to 40 mannequins modeling different outfits.
