Lynchburg City Council gave the green light for a new hotel and an industrial food waste recycling facility. After sitting vacant for years, the former location of Billy Joe’s Ice Cream parlor will be demolished by Richmond-based Sandpipe Hospitality to make way for its new WoodSpring Suites Hotel at 310 and 312 Border St. near the Candlers Mountain Road exit of the Lynchburg Expressway.
