National Football League owners approved the relocation of the St. Louis Rams to Inglewood, Calif., near Los Angeles, allowing Stan Kroenke to begin construction of a new stadium. With associated relocation fees, the project’s cost could top $3 billion. The San Diego Chargers were given the option to also relocate to the new facility in Inglewood, Calif., and have a year to decide; if they decline, the Oakland Raiders will have the option.
