Business development expert Bruce DeCourt has joined American Technology Services, Inc. (ATS®) as Senior Account Executive, with responsibility for overseeing ATS’s newly opened Baltimore office.
A leading provider of comprehensive IT services for architecture and design clients across the U.S. since 1994, ATS recently expanded operations to Baltimore to take advantage of the region’s concentration of architectural firms. ATS continues to be headquartered in Fairfax, VA, and also has offices in Bethesda, MD and Chicago, IL.
DeCourt brings extensive business development experience in both the technology and cable telecommunications industries to ATS. He previously held management positions in sales and marketing, operations, and new business development with Cablevision Systems Corporation, Cap Gemini, Ernst & Young, and, for the past decade, Comcast Corporation for the Maryland and DC region.
“Bruce combines a consultant’s perspective with real-world business operations and new services launch expertise,” says ATS President Jeff Chandler. “We are excited to have a seasoned business development professional with his level of experience and an extensive knowledge of the Baltimore market on the ATS team.”

A graduate of Rutgers University with post-graduate MBSA studies at City University of New York, DeCourt and his wife, Jane, reside in Fork, Maryland.

Georgia DOT joins 11 states requiring e-Ticketing in 2026

The Georgia Department of Transportation (GDOT) has launched a statewide e-Ticketing initiative—starting in 2026, all contractors will be required to use e-Ticketing under Section 110 of GDOT specifications. As a first step, GDOT has implemented a dual-ticketing pilot—TruckIT, which requires both paper and electronic tickets.
