Skanska has reached a major milestone at the North Carolina Department of Environmental Quality’s (NCDEQ) Reedy Creek Laboratory in Raleigh, celebrating the topping out of the $65 million renovation and expansion project. The event marks steady progress on the complex upgrade, which continues even as research and lab operations remain fully active at the facility.
The multi-phase project is designed to modernize and expand the state’s critical research infrastructure. Plans include a new 33,000-square-foot administration and visitor’s center that will connect the existing chemistry and water quality buildings, as well as the renovation of 53,000 square feet across the chemistry, water quality and air quality facilities.

The upgrades will create modular lab spaces, modern offices, research zones and new conference areas. Enhancements also include a central courtyard and the conversion of a section of the air quality building into a central energy plant to support mechanical and electrical systems for the entire campus.
“This is critically important and complex lab modernization work taking place right in the heart of Raleigh and we are proud to work with the North Carolina Department of Environmental Quality to make this happen while maintaining full operational continuity for the researchers and scientists who are working to create a safer, healthier North Carolina,” says Mark Balling, Executive VP of Skanska USA Building’s Mid-Atlantic region.
The topping out ceremony brought together NCDEQ leaders, Skanska representatives, subcontractors and crews to celebrate the teamwork and craftsmanship driving the project forward.
