RMF Engineering, a leader in full-service MEP engineering, today announced the addition of two new shareholders in the company: Joshua Summers, PE, CCM, and Richard Girard, PE, HFDP.
“It is my pleasure to announce that Joshua Summers and Richard Girard have been offered and have accepted ownership shares in RMF Engineering. Joshua and Richard have consistently demonstrated strong leadership, good judgement, and unwavering commitment to client service. I am grateful for their contributions and continued dedication to advancing RMF forward,” says Richard J. Borkowicz, PE, President of RMF Engineering.
Summers, PE, CCM, joined RMF’s Baltimore office in 2011 with a background in construction. In the years since, he has led various large scale construction quality management efforts and industrial boiler inspections, commissioning, and start-up. Summers’ passion for heavy mechanical construction led to the development of RMF’s Construction Quality Management (CQM) practice area which officially launched in 2020 after several years of bringing quality assurance and control oversight to active projects. As Lead Construction Quality Manager, Summers directs a team of highly skilled professionals. The CQM team has continued to be recognized for its exceptional attention to detail in owner advocacy, establishing its value and consistently growing its portfolio as a result – a clear reflection of Summers’ leadership. Having completed RMF’s Leadership Development Program, Summers has shown initiative and dedication to his growth, further enhancing his capabilities as a leader at the firm and serving as a mentor to those around him. He holds a Bachelor of Science in mechanical engineering degree from Widener University.

Girard, PE, HFDP, joined RMF in 2022 with over 20 years of MEP building engineering and project management experience in the healthcare sector, bringing technical design expertise, a client-focused approach, and the superb ability to manage and mentor multidisciplinary teams. Girard currently serves as Division Manager for the Baltimore Buildings team, assuming the position shortly after joining the firm. His extensive portfolio ranges from small scale hospital projects to major renovations, ground-up construction, and planning for emergency preparedness. Girard also has experience working for institutional, commercial and government clients, which he has leveraged to expand RMF’s reach in higher education, science, and technology. Girard earned a Bachelor’s of Architectural Engineering degree with a mechanical emphasis from The Pennsylvania State University.
“At RMF, we are committed to cultivating talent from within, and our new shareholders exemplify the success of that approach. As the firm continues to grow, we remain committed to providing opportunities for employees who contribute at a high level, including a path to ownership, regardless of tenure. RMF’s success is driven by individuals like Joshua and Richard, whose contributions have been instrumental in our collective achievements. We are proud to welcome Joshua and Richard as shareholders and look forward to their continued impact in shaping RMF’s future,” says Borkowicz.
