Mike Keenum, PE, CFM, has joined planning, engineering and program management firm Lockwood, Andrews and Newnam (LAN). As a senior associate and principal of LAN’s infrastructure group, Keenum will lead LAN’s expansion into the West Texas market.
With more than 18 years of experience in the City of Lubbock as division director of engineering and city engineer, Keenum was the key city official responsible for implementing the largest roadway bond in the city’s history. Approved in 2022, the $200 million road bond included funding to widen, expand and repave 22 miles of streets and roads across the city.
Keenum also guided a specialized engineering team that oversaw and designed over $400 million worth of construction in annual capital projects. Additionally, his efforts included the analysis and inspection of all roadway, water and sewer development plans and permits. Under Keenum’s leadership, the City of Lubbock’s engineering team ensured all municipal engineering programs adhered to the city design standards.
“I am excited to have the opportunity to take the things that I’ve learned in city government and apply that knowledge to the private sector. I look forward to finding new opportunities for growth while maintaining and improving LAN’s client relationships across the state,” said Keenum.
Justin Reeves, vice president of LAN’s infrastructure group, said that in his new role, Keenum’s guidance and experience will strengthen client engagement and improve project delivery across West Texas.
“Mike will be working with all of our infrastructure team leaders and project managers, coordinating directly with our clients to ensure their needs are maintained as priority in every design,” said Reeves. “At LAN, doing good work is paramount, but how we perform that work in collaboration with our clients, with attention to their needs, systems, processes and procedures, makes every project better,” added Reeves.
Keenum is a licensed professional engineer in the state of Texas, with a bachelor of science in civil engineering from Texas A&M University along with both a master of science in civil engineering and a master’s in public administration from Texas Tech University. He also holds a designation as a Certified Floodplain Manager (CFM).
